Shell Nigeria’s oil output dips 22% on challenges

Energy giant Shell has said its share of production, onshore and offshore, in Nigeria was 175,000 barrels of oil equivalent per day (boe/d) in 2021, down from 223,000 boe/d in 2020. The company, in its annual report on Thursday, said security issues, sabotage and crude oil theft in the Niger Delta “failed to improve and remained significant challenges to our onshore operations in 2021.” It said it would monitor the situation closely and evaluate implications for the integrity of its infrastructure and the sustainability of its current operations. Shell said, “In our Nigerian operations, we face various risks and adverse conditions which could have a significant adverse effect on our operational performance, earnings, cash flows and financial condition. “There are limitations to the extent to which we can mitigate these risks. We carry out regular portfolio assessments so we can maintain our long-term competitiveness in Nigeria.” The company announced its intention to reduce its involvement in onshore oil and gas production in Nigeria, in line with its risk appetite.

The business world and corporate Nigeria, especially the oil and gas industry, was literally lit and agog following the announcement by Seplat Energy plc. a leading indigenous energy company listed on the Nigerian Exchange and the London Stock Exchange, and Exxon Mobil Corporation, Delaware, USA (ExxonMobil) that they had entered into an agreement for Seplat to acquire the entire share capital of Mobil Producing Nigeria Unlimited (MPNU) from the latter, subject, however, to the usual Ministerial Consent. The president, ExxonMobil Upstream Oil and Gas, Liam Mallon, said the company sold its equity interest in its shallow-water business, Mobil Producing Nigeria Unlimited (MPNU), to Seplat Energy through Seplat’s wholly-owned Seplat Offshore. Rendering highlights of the deal, which is the first of its kind since the coming on stream of the Petroleum Industry Act (PIA), Seplat, on its part, put the purchase price at $1.283 million plus up to $300 million contingent consideration. The transaction, it said, would create one of the largest independent energy companies on both the Nigeria Stock Exchange and London Stock Exchange as well as bolster Seplat Energy’s ability to drive increased growth, profitability and overall stakeholder prosperity, delivering 186 percent increase in production from 51,000bpd to 146,000bpd or 170 percent increase in 2P liquids reserves, from 241 MMbbl to 650 MMbbl.

The $1.3bn planned deal between Seplat Energy Plc, a major energy company in Nigeria, and US-based ExxonMobil looks set to put the Petroleum Industry Act, which seeks to attract new oil and gas investments, to the test. While approving a steering committee to supervise the implementation of the PIA last year, President Muhammadu Buhari said Nigeria had lost $50 billion worth of investments in the petroleum industry since 2011 due to the absence of a new law. The United States Energy Information Administration estimated that Nigeria lost over $15 billion annually due to the delay in the passage of the Petroleum Industry Bill, which was first introduced in the National Assembly in 2008. Seplat announced on Friday that it had entered into a sale and purchase agreement to acquire the entire share capital of Mobil Producing Nigeria Limited (MPNU), the shallow-water business of ExxonMobil in Nigeria, for $1.28 billion. BusinessDay gathered that Seplat Energy and ExxonMobil had submitted their application for ministerial consent for the deal.
