According to Estonia's Foreign Ministry, the vessel was navigating through a designated passage that crossed Russian territorial waters when it was intercepted. Foreign Minister Margus Tsahkna expressed that this move is likely a reaction to Estonia's increased scrutiny of Russia’s so-called "shadow fleet," which has been operating amidst the Western sanctions imposed on Russia since its military actions began in Ukraine back in 2022.

As highlighted by Tsahkna in his remarks to Estonian media, "This is clearly linked to our efforts to monitor and address vessels that support Russia's oil trade," underscoring Estonia's heightened vigilance. The situation has prompted notification to NATO allies, signaling the broader implications this could have in terms of regional security and maritime operations.

The Green Admire, laden with shale oil and en route to Rotterdam, was reportedly fully loaded and capable of carrying up to 700,000 barrels. The vessel’s operators, Aegean Ship Management based in Athens, and their insurers, have yet to respond to inquiries regarding the incident.

This event follows an uptick in tensions in the Baltic, where various nations are on alert over several recent outages affecting critical infrastructure, including power transmission and gas pipelines. Notably, just the previous week, reports indicated that a Russian military jet had flown over the Baltic Sea amid Estonia's enforcement efforts against a Russian oil tanker.

The navigation route from Sillamae through Russian waters was initially established to avoid shallow areas, but with the current climate, there is a shift in protocol; vessels will now be guided through Estonian waters, according to the Estonian Transport Administration.
