Senator sounds the alarm on CIA collection of data on Americans

Two Democratic lawmakers on the Senate Intelligence Committee are shedding light on the Central Intelligence Agency''s (CIA) secret data collection practices. The lawmakers raised their concerns on Thursday, February 10, alleging that the agency "had long hidden details about the program from the public and Congress." According to NBC News, Sens. Ron Wyden (D-Ore.) and Martin Heinrich (D-N.M.) penned a letter addressed to The Honorable Avril Haines, director of National Intelligence in Washington, D.C. Wyden and Heinrich reiterated their concerns about the information being collected on American citizens. Per the Democratic lawmakers, "the CIAs bulk collection program operates outside of laws passed and reformed by Congress, but under the authority of Executive Order 12333, the document that broadly governs intelligence community activity and was first signed by President Ronald Reagan in 1981." It is critical that Congress not legislate without awareness of a CIA program, and that the American public not be misled into believe that the reforms in any reauthorization legislation fully cover the ICs collection of their records, the senators wrote in their letter.

The CIA has been conducting a secret mass surveillance program that affects Americans'' privacy, according to a newly declassified letter (PDF) by US Senators Ron Wyden (D-Ore) and Martin Heinrich (D-N.M.). In the letter dated April of 2021, the members of the Senate Intelligence Committee urged the agency to tell the public the kind of records it collected, the amount of American records'' maintained and the nature of the CIA''s relationship with its sources. The Senators also asked the Director of National Intelligence to declassify the studies conducted by a watchdog called the Privacy and Civil Liberties Oversight Board ( PCLOB ), which prompted the letter in the first place. PCLOB did in-depth examinations of two CIA counterterrorism-related programs back in 2015 as part of a larger oversight review of Executive Order 12333, a Reagan-era EO that extends the powers of US intelligence agencies. According to The Wall Street Journal , surveillance activities conducted under EO 12333 — like the CIA''s bulk program — aren''t subject to the same oversight as those under the Foreign Intelligence Surveillance Act.
