Russian Trade Surplus Surges Amid Rising Tensions Amid rising tensions between Russia, Ukraine and the West, Russias oil and gas exports rebounded sharply in 2021. According to the Bank of Russia , crude oil exports climbed to $32 billion in the fourth quarter of 2021, the highest level since 2014. As a result of surging energy prices, Statista''s Felix Richter notes that the countrys total oil and gas exports, including oil products and liquified natural gas, exceeded $240 billion last year, up 60 percent from $150 billion in 2020, when energy prices had slumped at the onset of the Covid-19 pandemic. According to figures from the Russian Finance Ministry cited by Reuters , the oil price averaged $69 per barrel in 2021, up from around $40 in 2020. The average price of natural gas exported by Russia reached $277 per 1,000 cubic meters in Q3 2021, up from less than $100 in Q2 2020, amid the Covid crash. As the following chart shows, Russias merchandise trade surplus climbed to a record high of $67.6 billion in Q4 2021, despite the fact that the countrys imports also reached the highest level since 2013.
Eastbound natural gas flows via the Yamal-Europe pipeline, which usually travel west from Russia to Europe, continued in reverse mode over the weekend, with volumes slightly higher than on Friday, data from German network operator Gascade showed.

Discussion around the Ukraine crisis has mainly focused on what caused the massive, ominous Russian military buildup at the Ukrainian border, what would transpire in an invasion, and what policy options are available for the U.S. and its allies. Relatively less attention has been paid to whether Russian strongman Vladimir Putin will achieve his goals with force or if an unprovoked invasion of a democratic neighbor might in fact be a terrible strategic mistake. President Joe Biden on Friday addressed the nation on the heightening tensions along the Russia-Ukraine border, where nearly 200,000 troops have amassed in what the West believes is a harbinger of an invasion. Speaking from the Roosevelt Room in the White House, Biden said that Russian President Vladimir Putin has already made up his mind about launching a military offensive into Europe''s Eastern-most democracy. “We have reason to believe the Russian forces are planning to, intend to, attack Ukraine in the coming week, in the coming days,” Biden said. “We believe that they will target Ukraine’s capital Kyiv, a city of 2.8 million innocent people.” Biden further revealed that he is "convinced" that Putin has "made the decision" to send his forces into Ukraine, although he stressed that Putin can still "choose diplomacy.” The president also declared that "it is not too late to de-escalate and return to the negotiating table" in anticipation of next Wednesday''s scheduled talks between United States Secretary of State Antony Blinken and Russian Foreign Minister Sergei Lavrov.
